Gerakan Secretary General Dato’ Mah Siew Keong expressed his disappointment over the malpractice and mismanagement in public sector as reported in the latest Auditor-General’s Report 2012 (AG's Report). He called on the government to respond immediately punishing the culprits and re-assess the effectiveness of the Integrity Units established in each ministry and government agency.

“This embarrassing fiasco happens yearly with little signs of improvement despite the public disclosure and criticism in the annual AG Report. Some wastage and leakages are utterly shocking and unacceptable, which seriously put the accountability and professionalism of the civil service into question and raise doubts over previous efforts by the government to overcome this persisting problem,” Mah said.

Mah stressed that Gerakan had been pushing for stern action to be taken against the culprits involved in malpractice and abuse as it is ridiculous that these offences are being allowed to be repeated year after year. He called on the Chief Secretary to the Government as the most senior officer in the Malaysian Civil Service to explain over the recurrence of the widespread malpractice and abuse in the public sector and urged the government to act strongly against the culprits in order to stop the ill-cycle.

“The Integrity Units in all public agencies managed by Organisational Development Division under the Prime Minister's Department have also failed in curtailing the abuse and excesses and must be re-assessed. The Public Service Department must play its part to ensure the presence of good governance, complaints management and discipline in the civil service. Moreover, the government must also go beyond this and welcome public scrutiny by enlisting the involvement of certain non-governmental organisations (NGOs) to conduct periodical external review on the performance of all ministries and public agencies which is also in line with the promotion of transparency and accountability as the civil service is held accountable to the public as a whole,” said Mah.
