As per party Constitution Article 43.1, the Central Committee on 12th January 2008 decided to postpone the party elections from 2008 to 2009 because of the high possibility the General Elections be called in2008.
As the 12th General Election was held on 8th March 2008, the Central Comimttee in its meeting on 27th April 2008 decided to conduct the party elections according to the original year of election i/e. 2008.
In view of the Central Committee’s meeting decision to conduct the party election in 2008, the deadlines of all levels of party elections are as follows:
a) Branch Election (AGM) - Before Monday, 16June 2008
b) Division Delegates Conference (DDC) - Before Monday, 28 July 2008
c) State Delegates Conference (SDC) -Before Friday, 19 September 2008

According to the Party Election Rules Article 14, the National Election Supervisory Committee (NESC) will supervise the state elections, the State Election Supervisory Committee (SESC) will supervise the division elections and the Division Election Supervisory Committee (DESC) will supervise the branch elections.
Concurrently, the Youth and Women Wing will also conduct their election at branch and division levels.
Meanwhile, Central Working Committee (CWC) at its meeting on 26/4/2008 has approved 100 branches for formation and 28 branches for registration.
Hence, in the year 2008, there are 1,600 qualified branches and 165 qualified divisions which are eligible to conduct the election in this bi-annual election.
According to article 23.5 of Party Constitution, a branch must have at least 50 qualified voting members while every division must consist of at least 4 qualified branches before they are eligible to conduct election.
According to Party Election Rules Article 2.1, a member is not entitled to vote in a Party Election unless he is listed in the list of “Eligible Voters” duly verified by the Secretary General.
The Party headquarter’s secretariat will send out the notice of Election and Voting lists to the branch chairmen and state offices immediately.
All the branches and divisions chairmen and secretaries are instructed to conduct the election in accordance to the Party Constitution and Party Election Rules. Elections at the branch level are supervised by the Division Election Supervisory Committee (DESC), the divisions are supervised by the State Election Supervisory Committee (SESC) and the states are supervised by the National Election Supervisory Committee (NESC).
According to Election Rules Article 7.1 and 7.2, A notice calling for Branch or Division election meeting shall be signed by the secretary of the branch or division and dispatched at least fourteen (14) days before the date of the meeting to all the voting members whose names and addresses appear on the qualifying register of membership which has been duly verified by the Secretary General.
